This interactive online workshop will help delegates with the move from paper-based risk assessment techniques to a collaborative team-based approach.

The workshop will equip those involved at all levels, including clients, to understand the theory and principles relating to CDM as well as a ‘strategic analysis’ approach to projects.  Using a highly interactive approach, delegates will get the opportunity to discuss the key issues, as they relate to their own experience, and work on real-life scenarios in small teams.  Delegates will be able to apply their learning immediately to current as well as future projects.

The workshop will take place over two 120 minute sessions on consecutive days, allowing time for personal application for discussion on day 2.  Places are limited for each workshop to ensure a quality learning experience.

The removal of the CDM coordinator and the creation of a Principal Designer function was intended to ensure that health and safety risks were addressed from the very start by embedding the role within the design team.

Other key changes include:

  • Client duties made more explicit – clients are now required to maintain an oversight of health, safety and welfare management for the duration of the project.
  • General duties added – generally to ensure information or instructions are comprehensible
  • ACOP replaced by Legal series guidance – setting out very clearly what is expected of projects teams in managing risk throughout the various stages of the project.
  • ‘Works involving particular risks’ added – requiring information in the Construction Phase Plan.
  • Definition of ‘significant risks’ amended
  • Domestic client duties addressed – exemption of domestic clients from holding legal responsibilities removed.

Levels of understanding amongst clients, designers and contractors about the way CDM should be delivered are still variable.  However, implementing a collaborative risk management strategy as early as possible in the design process is the key.

The creation of the Principal Designer function has enabled the leaders of the design process to develop a strategic approach to identifying, mitigating ad managing those risks that are specific to the project, in the early stages and before detailed design work has commenced.  The focus on clear communication of risks enabling a collaborative, team-based approach rather than excessive use of ‘paper-based’ risk assessment techniques is a clear requirement of the regulations.

Delivered by RIBA and ICE members Paul Bussey and Tony Putsman, and IIRSM member Steve Coppin, who have successfully trained those involved in the process since the new Regulations came into effect.

Day one

Welcome and introductions followed by hearts and minds and cultural change presentation.



CDM strategy brief – setting the tone for the project, scope of work, programme, team members etc, and client arrangements in place.



Delegates review the templates (received in advance) and begin to populate the strategy brief template with their own scenario.


Significant CDM issues which includes risks and benefits – interactive session.




Close day one.


Delegates populate templates relating to their own project to bring back on day two.

Tony Putsman BSc.( Hons), MICE, C.Eng., ICE Health & Safety Register(Advanced)  -  Director,  Xenophon Project Services Limited

A chartered civil engineer  and qualified trainer/coach, Tony developed a keen interest in the 'people' aspect of  Construction whilst working for major contractors including Taylor Woodrow, Kier International  & Jarvis Construction . Since graduating in 1974, he has worked across all the major sectors of the Construction Industry, moving from a hands on, project delivery role into becoming a training and development specialist. He set up his own risk management consultancy (XPS)  in 2002 and has worked with clients in all sectors of the Industry as well as leading professional institutions including the Royal Institute of British Architects (RIBA)  and the Institution of Civil Engineers(ICE).

Tony is co-author of ‘- Practical guide to using the CDM Regulations 2015 - Teamwork not Paperwork’ (ICE Publishing) which was published in April 2015 .

He was also lead author of the CONIAC report ‘ CDM 2015 - from Compliance to Consultation & Collaboration’ published April 2019 by the ‘Keeping Pace with Change’ working group, of which he is a member.

Paul Bussey FIIRSM, Senior Technical Consultant at Allford, Hall, Monaghan & Morris Ltd. Architects

Paul is a Senior Technical Consultant architect at AHMM (Allford Hall Monaghan Morris) and has worked in architectural practices for over 35 years on many types and sizes of projects in a variety of roles. Paul has established a track record of assisting professional design teams in delivering outstanding and innovative design solutions whilst still achieving compliance with the increasing burden of legislation and technical guidance.

Specialist expertise within the fields of Fire Engineering, Construction Design and Management (CDM) and Accessible Design combined with considerable experience in the interpretation and implementation of Building Regulations, British Standards and Codes of Practice is augmented by his many years of practical architectural design experience on a diverse range of projects and sectors.

Paul is leading the way for the RIBA to embed the role of Principal Designers into everyday architectural practice by his authorship of a book on CDM 2015 and developing and delivering courses for Architectural Principal Designers.

Stephen Coppin (Steve Coppin) MSc, BEng (Hons), FIIRSM, FCIOB, CFIOSH, FaPS, CIWFM, PIEMA, MCMI, MILM

Steve has been proactive with the HSE on best practice initiatives within the construction industry via CONIAC/CONIAN and active on the HSE’s BIM4 Working Group, incl. 4D Planning workshops, including various other professional bodies on the CDM changes and new building fire safety legislation, integrated gateways and worker engagement research reports.

Steve previously contributed to the CDM 2007 ACoP and reviewed as an invited observer on CDM 2015 at CONIAC.

Previously a Director or Head of SHEQ for various large organisations covering utilities, civils, landscaping, stone masonry, facilities management for large real estates such as  BP, Shell, Canal River Trust, MOD etc. ABB on power generation to highway and rail infrastructure. Steve has authored various articles over a long period for APS, RO SPA, IIRSM and IOSH.
